Gender differences in access to continuing training are often argued to be a central cause of persisting gender inequalities in occupational attainment. Yet, existing empirical work has presented rather mixed evidence regarding a potential gender gap. With the aim to gain a better understanding of the mechanisms underlying training participation, this paper carries out an empirical test of the central theoretical models commonly used to explain the (alleged) gender gap. Using data from the European Social Survey, we find that working men are more likely to train than working women, controlling for worker and job characteristics. Moreover, common theoretical approaches to understanding gendered training behaviour show some explanatory power for male workers, while they largely fail to predict women’s training incidence.

The chapter is part of a book that adds to the literature on the sociology of employment by comparing the quality of working life in European societies with very different institutional systems: France, Germany, Great Britain, Spain and Sweden. In particular, it focuses on skills and skill development, opportunities for training, the scope for initiative in work, the difficulty of combining work and family life and the security of employment. This chapter draws on comparative survey evidence from these countries to examine the difficulty of reconciling work and family demands, the divergence in experiences among different sectors of the workforce, different family types and household employment patterns, and the extent to which these experiences are mediated by various institutional structures. The extent to which family friendly social policy can balance these demands is considered. The chapter concludes by investigating whether there are general trends towards higher or lower levels of work-family conflict.

This theoretical overview provides the background of the survey that will be implemented within the [Cultural Pathways to Economic Self-Sufficiency and Entrepreneurship] CUPESSE-Project as part of objective 1 of the project. Overall, the CUPESSE framework describes a 'cultural pathway' to economic self-sufficiency that originates in the nuclear family (parental characteristics, parenting style, early socialization, resource endowment) and that involves the inter-generational transmission of a set of individual characteristics that shape individuals' life course (e.g. certain attitudes, values and traits). This cultural pathway is conditioned by personal and societal context factors. As will be outlined, transmission in this regard may work via diverse channels including socialization in the family, exposure to similar environments as parents, schooling, interaction with peers, and genetic heritage. To link all these dynamics to the individual, who represents the supply side of the labor market, a framework of individual-level career decision-making is elaborated, which is based on well-established theories of human behavior and career decision making.

This paper provides an overview of the employment situation of young and old workers in the [European Union] EU Member States, setting out the most recent development during the crisis and dealing with policies implemented to promote the employment of both groups. The evidence collected shows that there is no competition between young and older workers on the labour market. Structural or general policies to enhance the functioning of EU labour markets are crucial to improving the situation of both groups. However, the responsibility for employment policies still predominantly lies within Member States of the European Union, although initiatives taken at the EU level can provide added value, particularly through stimulating the exchange of experiences and facilitating regional and cross-border mobility throughout the EU.
